INCENTIVE: Daenerys has two main desires at this stage, to see an end to the slave trade that has given Slaver's Bay its name, and to cross the sea to Westeros and take the crown for herself. While asking for the crown directly may be outside of the gifts Eudio is willing to grant, she would gladly take the tools she needs to take the crown - enough ships to house an army fit to take Westeros, and a loss of political power to the Sons of Harpy's in Meereen, so that she can leave without worrying.
FIT: Although not yet eighteen, Daenerys is already a woman grown by Westerosi standards. Sixteen is the age usually considered a full grown adult for all intents and purposes, and beyond that Daenerys' experiences over the last three years have dramatically shaped her maturity. She has been sold to a war lord and as a result has fallen in love, carried a child together and lost him. She has seen her husband die, navigated tough political circumstances and ultimately agreed to take on another husband for political reasons. She has had to grow quickly and mature at a rate faster than even the harsh standards already set by the world she lives in. A rise to eighteen really wouldn't make that much of a difference for her, she's been a woman grown for a long time now.
As far as her understanding of consent goes, from while she was married to Khal Drogo and stopping his men from raping the women of the towns they sacked to going as far as to destroy the very notion of slavery (as best she can) in the Free Cities, it's safe to say that Daenerys has a very high regard for informed consent. She herself was sold to a man that didn't speak her language so that her brother could get an army, only to find that he both understood and respected the word 'no'. It isn't something that Daenerys takes lightly, and certainly not a concept that she would abuse.
